Monthly Report Card of Home Ministry for April, 2013 Press Conference by Union Home Minister

Following is the text of the opening statement of Union Home Minister Shri Sushilkumar Shinde at the monthly press conference of Ministry of Home Affairs at New Delhi today.:-

During April 10-12, 2013, I led an Indian delegation to Russia and met Mr. Vladimir Kolokoltsev, Minister of Internal Security and Mr.Vladimir Puchkov, Minister for Emergency Situation and discussed bilateral security matters between India and Russia. I also signed a Protocol related to Agreement for Cooperation in the field of Emergency Management with Mr. Vladimir Puchkov, Minister for Emergency Situation.

2. On 4th April 2013, a Treaty on Mutual Legal Assistance in Criminal Matters was signed between India and Azerbaijan in New Delhi. I signed the Treaty on behalf of Government of India with Mr. Fikrat Mammadov, Minister of Justice, Republic of Azerbaijan.

3. On 16th April, 2013, Mr. Mohamed Nazim, Minister of Defence, Maldives met me and discussed bilateral security matters.

4. On April 17th 2013, I chaired the 20th meeting of the Eastern Zonal Council at Kolkata comprising the States of West Bengal, Odisha, Bihar and Jharkhand. Issues, such as, internal security, naxalism, communal harmony, safety on the national highways, use and distribution of natural resources, allotment of land for CRPF to establish battalion camping sites, police administration, Border Area Development Programme, strengthening of vigilance establishment in the States, issues relating to Scheduled Castes and Scheduled Tribes, etc., were discussed in the meeting.

5. On 15th April, 2013, a Conference of the Chief Ministers was held at Vigyan Bhawan, New Delhi to discuss the recommendations contained in the 5th Report of 2nd Administrative Reforms Commission.

6. On 17th April, 2013, the Security Related Expenditure Committee accorded ‘in-principle’ approval to the Annual Works Plan (2013-14) for an amount of Rs.395.42 crores in respect of Left Wing Extremism affected States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Uttar Pradesh, Odisha and West Bengal.

7. Under the Special Industry Initiatives scheme for Jammu and Kashmir known as ‘Udaan”, the Project Appraisal Committee, in its 17th meeting held on 23rd April, 2013, approved the proposals of Tata Motors to train 1300 graduates and Shahi Exports to train 500 candidates over a period of five years.

8. On 4th April, 2013, the authorisation for the purchase of 210 Multi Grenade Launchers (MGLs), 14700 Grenades High Explosives (HE), 6090 Grenade High Explosives Dual Purpose (HEDP) and 4830 Grenade Target Marker/ Practice Marker, at an estimated cost of Rs. 11.23 crore, was accorded to CRPF.

9. During the month of April, 2013, an amount of Rs.65.62 crore for acquisition of land and Rs.95.25 crore for construction of office/residential buildings was sanctioned to CAPFs.

10. On 25th April, 2013, an amount of Rs. 65.14 crore was sanctioned for Setting up of Central Detective Training School (CDTS) in Uttar Pradesh (Ghaziabad).

11. On 3rd April, 2013, sanction for prosecution was given to the National Investigation Agency (NIA) for filing a charge sheet in the crime against 01 accused person under the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act, 1967 (UAPA) for hatching a conspiracy by members of the Lashker-e-Toiba (LeT) to organize terrorist attacks in various parts of the Country.

12. On 8th April, 2013, sanction for prosecution was given to NIA for filing the supplementary charge sheet against 03 accused persons under IPC and UAPA in the crime against the members of the banned terrorist organization Hizbul Mujahideen (HM) in association with their over ground workers in a criminal conspiracy to fund terrorist activities in the State of Jammu and Kashmir and also to destabilize our economy.

13. On 10th April, 2013, sanction for prosecution was given to NIA for filing the supplementary charge sheet against 01 accused person under IPC and UAPA. The accused hurled country made bombs and created terror, panic and confusion.

14. On 10th April, 2013, sanction for prosecution was given to NIA for filing the supplementary charge sheet against 03 accused persons under UAPA, who were involved in the smuggling and circulation of high value and high quality Fake Indian Currency Notes (FICN) with face value of Rs. 500/- and Rs. 1000/- in India, as a part of their larger conspiracy to destabilize the monetary stability thereby affecting the security of the nation.

15. On 22nd April, 2013, sanction for prosecution was given to NIA for filing charge sheet against 07 accused persons under UAPA. These persons were involved in the smuggling and circulation of high value and high quality Fake Indian Currency Notes (FICN) with face value of Rs. 500/- and Rs.1000/- in India, as a part of their larger conspiracy to destabilize the monetary stability of India thereby affecting the security of the nation.

16. During 10th April, 2013 to 19th April, 2013, a jatha of about 2000 Sikh pilgrims was sent to Pakistan to visit Gurudwaras on the occasion of Baisakhi.

17. A new software, Terrorist Information System, developed by the National Crime Records Bureau was launched by providing a link to it on the website of the Ministry of Home Affairs to centrally monitor the terrorist incidents and terrorist financing cases. The States and Union Territories have been requested to upload the data on terrorist incidents and terrorist financing cases directly on the website.

18. On 17th April, 2013, four United Peoples’ Party of Kangleipak (UPPK) cadres surrendered before Assam Rifles (AR) at Sunrise Ground in Moreh area ( District Chandel) in Manipur.

19. On 18th April, 2013, Security Forces apprehended an United Liberation Front of Assom (ULFA/AT) cadre after an encounter in Bardumsa area (district Changlang) in Arunachal Pradesh alongwith one AK-81 Rifle, one Chinese hand grenade and some ammunition.

20. The validity of the ceasefires between the Government of India and the National Socialist Council of Nagaland (Khaplang) and Government of India and National Socialist Council of Nagaland (Khole – Kitovi) were extended for a further period of one year with effect from 28th April, 2013.

21. The Unlawful Activities (Prevention) Tribunal, constituted to adjudicate on the Notification declaring Hynniewtrep National Liberation Council (HNLC) as ‘Unlawful Association’, held its hearing in Shillong in the 1st week of April, 2013.

22. Under the Crime & Criminal Tracking Network System (CCTNS) Project, till date contracts for System Integrators (SIs) have been signed in 29 States/UTs, advance payment to SIs has been made in 22 States/UTs. During the month, the advance payment has been made to State Project management Units (SPMUs) in the States/UTs of Bihar, Himachal Pradesh, Jharkhand and Uttarakhand. Till date, 31 Contracts have been signed with the respective SPMUs by State/UTs.

23. Integrated Online Visa Application System under the Immigration Visa and Foreigners Registration and Tracking (IVFRT) has been operationalized in the Embassy of India (EOI) at Bucharest, Romania, EoI at Kyiv, Ukraine and the EoI at Tashkent, Uzbekistan. This facility is now operational at 114 Indian Missions abroad.

24. Land has been identified for 129 out of 131 Coastal Police Stations under Coastal Security Scheme and land acquisition process for 129 Coastal Police Stations has been initiated. Land for 44 Jetties out of 60 jetties have also been identified by the Coastal States/UTs and the land has been acquired for 10 jetties.

25. During the period from 21st March, 2013 to 20th April, 2013, the Narcotics Control Bureau (NCB) seized 1229 kg of Cannabis herb, 80 kg of heroin, 3.3 kg of hashish, 5.8 Kg. Methaphetamine and 380 gms of Methaqualone and seven persons were arrested. Illicit cultivation of Poppy spread over 40 acres of land was also destroyed during the period. The combined value of the drugs seized amounts to about Rs. 9.85 crores.

26. The Investiture Ceremonies for distribution of Padma Awards was held on 5th April and 20 April, 2013 at Rashtrapati Bhavan and 101 Padma Awards to the awardees/Next-of-Kin, out of a total of 107 awardees recommended for the year, 2013 were conferred. Six awardees could not attend the ceremony due to their personal reasons.

27. In respect of the National Population Register, Data Entry has been completed for more than 117.33 crore persons, adding 0.09 crore during the month. The Capture of biometrics, using UIDAI enrolment software, is also in progress. As on date, biometrics has been captured for more than 13.99 crore persons; adding 1.25 crore persons during the month.
