Chief Secretary Subhash Kumar reviewed the progress of Finance Department on wednesday and said that
a Standard Of Procedure (SOP) should be formulated for financial procedures.
He said financial procedures should be simplified , a Budget of Rs.500-600
crore be released every month and spent proportionately.He said this should be
monitored.
The
CS said that monitoring had been started
in the first trimester of the financial year.He said spending of a large
proportion of the budget in march would
not be allowed.
He said IT should be used to make
financial procedures transparent .He said resources should be found to increase
revenue. Targets should be fixed in tax and non-tax heads and the Commissioner
and DMs should be made accountable.
Principal Secretary (finance) Rakesh
Sharma said that out of Rs. 8710.38 crore, sanctions have so far been
released for Rs.1853.79 Crore .
He
said financial procedures would be available online. A team of experts has been
formed for this.
