Parl uproar over Banking Laws Amendment Bill, SC/ST reservation


New Delhi(Page3 News Network)-Both the Houses of Parliament witnessed repeated adjournments today on several issues including the reservation for promotions to SCs and STs in government jobs. The Rajya Sabha was adjourned for the day at 2 PM on the reservation issue with Samajwadi Party members protesting against the Constitutional Amendment bill. The Lok Sabha was adjourned at the fag end of the day with opposition parties demanding that the Banking Laws Amendment Bill, 2012 be referred to the Standing Committee.

In the Rajya Sabha, the agitating SP members trooped into the well of the House as soon as the Minister of State for Personnel V Narayanasamy moved the bill for consideration and passsing. Amidst din, Deputy Chairman P J Kurien adjourned the House for the day.

Proceedings in the Lok Sabha were disrupted twice as the opposition members including Left parties demanded that the Banking Laws Amendment Bill be referred to the Standing Committee once again. They said some of the provisions of the bill are out of the purview of the previous Standing Committee. Earlier, the Lower House passed the Enforcement of Security Interest and Recovery of Debts Laws Bill, 2012, amidst the walkout by the opposition members excluding Trinamool Congress. The bill seeks to recover the huge loans from defaulting Corporate Houses. Replying to the discussion, Finance Minister P Chidambaram clarified that the provisions of the bill are not applicable to the loans less than ten lakh rupees. He also made it clear that the legislation will not affect the farming community.

In the pre-lunch session, the Lok Sabha took up a Calling Attention Motion on the plight of coconut growers in general and Tamil Nadu in particular. Corporate Affairs Minister Sachin Pilot introduced the Competition Amendment Bill, 2012, aimed at authorising search and seizure to the Director General for investigations.
